About PAAN Journal - A Journal of Public Affairs Management
The Public Administration Association of Nepal (PAAN) has been publishing "PAAN Journal" since 1990. The journal is published annually by the Editorial Board of PAAN. It is an international, research-based, peer reviewed academic journal that provides a forum for scholars, planners, and practitioners from Nepal and abroad who work in the fields of public administration, public policy, federalism, governance, public management, and development. The Journal seeks to publish high-quality empirical, theoretical, review, and policy articles with a particular focus on not only Asian countries, but also other regions of the world. All submitted manuscripts are initially reviewed by the editorial board and, if deemed suitable, undergo a double-blind peer review process. This journal publishes accepted articles first on the PAAN journal portal, and then in a hard copy volume once a year.
The aim of this journal is to address some of the most contemporary issues of public administration, public policy, governance, public management, and development at the local, national, and global levels. The journal adds value to academic experts, researchers, policy makers, government agencies, international bodies, and students.
Focus and Scope
The journal welcomes original research articles on various issues related to public administration, public policy, governance, public management, and development. The focus of the journal is not only limited to Asian countries, but also extends to the rest of the world. The target audience of the journal comprises not only academics, but also policy makers and practitioners engaged in education and research in the fields of public administration, public policy, governance, public management, and development.

PAAN Journal is published annually.
Open Access Policy
To facilitate a broader global exchange of knowledge, the journal offers immediate and free access to its content for academics, researchers, policymakers, government agencies, international institutions, and students. Additionally, the journal permits the reading, downloading, copying, and distributing of published articles.
Subscription Rate for Hard Copies
Institutional Rate: NRs 500 Domestic and US$10 for Foreign
Individual Rate: NRs 300 Domestic and US$6 for Foreign
Peer Review Process
This journal follows a double-blind peer review process to ensure objectivity, impartiality, and rigor in upholding the quality of published articles. Manuscripts submitted to the journal will initially be reviewed by the editorial board to ensure adherence to the journal's writing guidelines, focus, and scope. If the article does not meet the journal's standards, the author will be notified. If the manuscript is deemed suitable, it will be sent for blind peer review to two experts in the field. The entire review process will be completed within three months, and the following recommendations may be made by reviewers:
- Accepted: The manuscript is acceptable for publication.
- Accepted with minor revisions: The manuscript is acceptable for publication once it is revised in response to the reviewer's concerns.
- Accepted with major revisions: Deficiencies in the manuscript, such as data analysis, the main theory used, and rewriting of paragraphs, need to be revised.
- Rejected: The manuscript is not acceptable for publication.
Once the editorial board receives the manuscript with minor or major revision notes, it will be returned to the author. Authors will be given three weeks to complete major revisions and two weeks for minor revisions. The manuscript will be reviewed again by the editorial board to confirm that the author revised it in response to the reviewer's notes. If the authors do not take the necessary revisions seriously, the manuscript may still be rejected in the final decision.
Proofread
Once the manuscript is accepted by the editorial board, it undergoes a proofreading process to ensure its linguistic quality.
Publication Confirmation
The final manuscript will be sent back to the authors to ensure that its content is consistent with their writing. The authors may correct any typographical errors found in the final manuscript. Once approved by the authors, the manuscript will be published online on the PAAN journal portal and in a hard copy volume once a year.
Article Processing Fee
The journal does not require a manuscript processing fee. Therefore, no fees will be charged to the authors for submitting or publishing their article.
Plagiarism
Plagiarism is considered unacceptable by the journal. All submitted manuscripts will undergo plagiarism checks during editorial board screening, and only those manuscripts that pass the screening will be subject to peer review. Additionally, revised manuscripts will also be checked for plagiarism. Failure to uphold academic integrity will be treated seriously.
Declaration of Interest
The author(s) are required to disclose any financial or personal relationships with individuals or organizations that may potentially influence their work. A conflict of interest statement must be included by the author(s) when submitting their manuscript. If there are no relevant competing interests to declare, the author(s) should indicate this in the article. For example: The authors report no competing interests to declare.
Repository Policy
PAAN will proceed for the journal is indexed in Nepal Journal Online, therefore all accepted articles comply with the repository's compliance. The contents of the journal will be also available on NepJOL (https://www.nepjol.info/index.php/paanj).
